Harris Consulting Director of Human Resources The Child and Family All Nations Coordinated Response Network (ANCR) was officially established in xxxx, assuming responsibility for all intake and emergency child welfare services in Winnipeg, Headingly, and East and West St. Paul, Manitoba. ANCR’s mandate is to be the initial point of service for children and families requiring child and family services and assistance. The agency’s mandate also includes building a skilled and capable staff team that is reflective of the community served by the agency, but beyond that ANCR strives to be an exemplary service provider and employer. To spearhead the attraction, retention, motivation and development of talented and committed staff, ANCR seeks an HR leader. DIRECTOR OF HUMAN RESOURCES Reporting to the Executive Director as a member of the senior management team, the Director of Human Resources will plan, organize, and direct all aspects of the human resource function, including employment, compensation, labour relations, and employee retention. S/he will oversee the development, recommendation, and promotion of comprehensive human resource policies, strategies and processes that will enhance the workplace and lead to effective employee performance, engagement and retention. Key Responsibilities: •Direct the activities of the ANCR Human Resources department; •Assist managers in the effective and successful development and implementation of best practices in human resource management relevant to the ANCR organization and environment ; •Participate in the development of ANCR objectives, HR philosophy and strategic planning in relation to programs and trends in HR management, and assist in the long range programs in the areas of staffing and organizational planning; •Plan, recommend, and promote HR policies and programs that support ANCR objectives; •Lead the labour and employee relations functions with respect to day-to-day advice, guidance, and CLA negotiation and administration. Selection Criteria: •Degree or diploma in Business or Human Resource Management, Industrial Relations or related discipline •Eligible for Certified Human Resource Professional (CHRP) designation •8-10 or more years of progressively responsible related work experience •3 to 5 years’ experience in a senior HR management capacity •Demonstrated understanding of Aboriginal culture – preference given to persons with Aboriginal ancestry •Experience and knowledge of Child and Family Service, social service and government systems are assets •Expert knowledge of labour and employee relations •Interpersonal skills necessary to interact effectively with ANCR employees, managers and stakeholders •Experience with recruitment and retention strategies, leadership development, coaching, compensation planning, employee relations, change management, on-boarding, and job analysis.
